Environmental Public Spending in Romania – the 2004-2016 “Junk” Program

Abstract


Our approach is based on the fact that public expenditures are necessary for sustaining the environmental protection in a country. Given the fact that the private capital’s sole objective, according to many researchers, is to create added value for the owners and the environmental protection actions are costly in many cases the public spending is the sole solution to address large environmental projects and investment targets. We are trying to give some feedback on the Junk program developed in Romania beginning with 2004 and to assess some of the beneficial effects if any upon the quality of life and environment.
