Abstract
Normative order’s notion does not pretend to develop some kind of a rigorous science of perfect
understanding of human and social processes, nor does it claim to provide the final truth of normative
processes at all levels. What I want to argue by way of the above brief account of gap in the laws and their
implementation is that the capability of law to control behavior is highly circumscribed. Law as an instrument
of social reform has a limited utility if at all.
