Abstract
In order to face the challenges and the needs of a complex and dynamic environment as the
administration, it was imposed the creation of a stable, neutral and professional corpus of civil servants.
This corpus of civil servants, working under the constitutional and legal regulations of each country,
provides the premises of a real transformation of public administration in those countries.
