Abstract


Cosmopolitan Europe’, the normative commitment that is widely understood to undergird theproject of the European Union, is under threat as never before. The number of refugees across Europe is at analarming high and is expected to continue to rise for the foreseeable future. As a result, finding durablesolutions for refugees has become a major challenge worldwide.
