L’Egalité de Chance - le Principe Fondamental de l’accès à la Fonction Publique
Abstract
Through the ages, in order to accede to a public function, there have been used different ways. Thus, in Ancient times, the public functions were drawn lots, then the society evolved, and the company has moved to a system based on heredity, and so public functions were "inherited". The purpose of this work is to present and to analyze the principles that "should" govern today the access to the public function, focusing on the equality principle.
