Abstract
In this paper we will discuss about the Bowen-Lindhal-Samuelson equilibriumin a new
perspective. The public choice is very difficult to make, because is more easy to alocate much than well, the
public needs system is very ramificated and, simultaneously, the financial resources are so limited. The
equilibristic move between the public needs system and the limited resources is well described by those three
authors that we studied for this paper.
